Procurement Specialist
Position Description and Responsibilities
*Prepares and reviews specifications, working with internal customers and vendors to secure full descriptions of items to be used as a basis for bids on commodities within assigned classifications; and corresponds with agency representatives and vendors regarding purchase requirements, delivery, and quality of merchandise.
*Conducts studies of material costs and supplier services and recommends changes in purchasing procedures to improve service and/or reduce cost.
*Analyzes and approves or rejects internal and/or contractor requests for deviations from contract specifications and delivery schedules.
*Evaluates or monitors contractor performance against contract specifications and recommends remedial action, as necessary.
*Prepares and distributes formal and telephonic bid solicitations; prepares and reviews bid tabulations; analyzes bids; prepares and issues purchase orders; and orders supplies, equipment, and services.
*Maintains files of purchase requisitions and other material to document purchasing activities.
*Responsible for communicating business related issues or opportunities to next management level.
*Responsible for ensuring personal and company compliance with all State, local and company regulations, policies and procedures for Health, Safety and Environmental compliance.
Requirements
* BA/BS with 4+ years of related experience in manufacturing, purchasing, or planning.
*Purchasing experience preferred.
*Knowledge of purchasing methods and procedures.
*Knowledge of automated purchasing management systems preferred.
*Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
*Evaluate bids and compile reports for use in determining successful offer.
*Selection and integration of vendors to ensure a high level of supply chain management performance.
*Results driven, while ensuring the optimization and efficient use of operating capabilities.
*Facilitate an environment of innovation and continuous improvement.
*Ensure goals and objectives are completed and reviewed in a timely and efficient manner.
*Perform at both a strategic and tactical levels within and across the organization.
* Ability to be able to benchmark and continuously improves business planning and supply chain management processes.
